high uterine resistance index

Dear forum members,
I know it is not a common situation to have a male member, but I would really appreciate your help, especially if there are doctors present.
Namely, my wife is currently in her 24th week of pregnancy. The problem is that her uterine resistance index has not come down to around 0.55 as expected by this stage of pregnancy, but remained around 0.75, and is still at this level. I understand that this indicates a problem with blood inflow to uterus, as the amount of blood that reaches the uterus in a specific period of time is lower that it should be. I know that this can affect the size of the baby, i.e. the speed of the baby's growth. My question is: apart from the growth (size) of the baby slowdown, can this resistance index issue (if it remains at the same level) cause some structural damage to the baby, its brain or anything like that?
